There are some serious grammatical flaws in this letter, to wit:

¶1 - Officials of the Canadian Customs Border Service has passed to me your letter of April 1, 1999 ...
¶2 - ... which to equate offenses for which ...

The letter is hardly a shining example of English prose and any editor would have a field day with it, but these two errors in particular stand out. If the letter as it is here is exactly as the original then they should stay (and we can all snigger at the Canadian Immigration authorities). If, however, there have been mistakes made during the retyping of the letter into the article, they will need to be corrected, expecially if this is to stand as a protected historical text. I noticed those as well when I posted the document. Hindsight tells me that perhaps we should not call this a "historical document" but it still needs to be protected from changes. Maybe a note asking for the original would help. The version you see was taken from: http://web.archive.org/web/20010215122033/www.fpc.net/pages/tygyr/echols/canadaletter.html and is believed to be accurate.
