So that this will inform users of their alternative options when they are prevented from personally uploading files, I recommend we change this to:

We use the #ifeq statement because we want the file request instructions to show up at Special:Upload but nowhere else (for example, we don't want it to show up at [https://www.boywiki.org/en/index.php?title=MediaWiki_talk:Badaccess-groups&action=delete action=delete]).
