The problem was that each time a page was hit, it wrote to the database and on larger wikis that created a bottleneck which slowed down their servers. The wiki designers totally removed that option. So no, it can't be turned back on. However feel free to go over to media wiki and bitch at them about it (I think Lysander already has).
