And a search for "upload images" does not give a hit to this page. Maybe we need a "keyword" thingy for pages, so that search terms will find them?

Special:SpecialPages can't be modified in that way or at least, it is beyond my technical skill to do so. Changes to the actual wiki software is difficult and makes upgrading the software much more difficult. --Etenne (talk) 14:42, 3 March 2015 (UTC)

You can implement what he's talking about using User:Leucosticte/UploadPermissionsError. It does require one hack to the core. Leucosticte (talk) 15:42, 3 March 2015 (UTC)

The question of allowing links to .torrents was settled several years ago. There must be a disclaimer re: the responsibility of the downloader in determining the legality in his jurisdiction.
