BoyWiki Dictionary: Sexual explicit conduct [sic*]
n

¹ Actual or simulated sexual intercourse, including genital-genital, oral-genital, anal-genital, or oral-anal, whether between persons of the same or of the opposite sex. Included are bestiality, masturbation, sadistic or masochistic abuse, and the lascivious exhibition of the genitals or of the pubic area of any person. No distinction is made between who is the active and who is the passive partner. 18 USC

* One would normally expect the term to be "sexually explicit conduct," with the noun "conduct" being modified by the adjectives "sexually" and "explicit," but apparently, and for some obscure legal reason, the consulting lawyers of the legislative body chose "sexual explicit conduct" instead.
