An Ipce Logo

Ipce is an international, non-campaigning group that publishes suppressed scholarly literature on sexual relationships between adults and minors and related topics on its website. The group also maintains a private forum for the discussion of this literature and ways forward for those advancing it.

The organization was created as a preparation by the adult-minor groups to the international gay and lesbian organization ILGA, but after they were thrown out of this organization, Ipce kept on, first as an organization for international pro-pedophile groups, but nowadays as an organization of private persons. (formerly the International Pedophile and Child Emancipation)

Mission Statement

"Ipce is a forum for people who are engaged in scholarly discussion about the understanding and emancipation of mutual relationships between children or adolescents and adults.
In this context, these relationships are intended to be viewed from an unbiased, non-judgmental perspective and in relation to the human rights of both the young and adult partners.
Ipce meets once every one or two years in a different country, publishes a newsletter and a web site, co-ordinates the (electronic) exchange of texts and keeps an archive of specific written publications."

Structure

Ipce has a membership who are encouraged to make donations to keep the organization afloat. The current secretary of Ipce is Frans Gieles, who presides over an anonymous committee.

Publications

Until recently (2013) Ipce published a newsletter [1] and a magazine [2], both edited by Gieles. Before the electronic Newsletter, Ipce published a paper newsletter, which documented information about group meetings they had in the pre-digital period. Ipce also maintains on their website a library of scientific research, journal articles, and books.[3]

In 2010, Ipce added another library, based on Drupal software - Library 4 - which is separate from the other libraries. Drupal software allows for automatic indexing of articles added to the library. Unfortunately, full functionality of Library 4 has not been achieved as a process of review and "bug-testing" was never performed adequately due to limitations of the staff.

Ipce also hosts two other sites which host a number of books that are either out-of-print (and no longer published) or not easily available:

Many important books pertaining to pedophiles, pedophilia, child (sexual) welfare, etc. are available for reading and/or download at the two above-mentioned sites.

Annual meeting

The group meets once a year to discuss internal and wider issues. Ipce meetings are a good opportunity for interested persons to acquaint themselves with one another.

Previous Meetings

  • Copenhagen, 1996
  • Munich, 1997
  • Athens, 1998
  • Oost-Holland, 2000
  • Berlin, 2001
  • Rotterdam, 2002
  • Hamburg, 2004
  • Mykonos, 2005
  • Noord-Holland, 2006
  • Athens, 2007
  • Noord-Holland, 2008

Controversy

A former member (Tom O'Carroll) has faced some legal troubles (unrelated to Ipce per se). This happened after a police officer who was investigating him infiltrated:

"This is born out of our experience in Hamburg in 2004, where we had a UK police officer as an infiltrator - who, incidentally, did not find any illegality."[4]

Also, in 2004, the former Glasgow University academic, Dr Richard Yuill was attacked and libeled by right-wing journalists for attending a meeting as part of his research. This followed an undercover investigation, carried out by Ireen van Engelen, who passed information on to the Scottish Daily Mail journalist Marcello Mega.

Since these events took place, Ipce's security measures have been tightened considerably.

Libraries

  • Library
The Ipce Library is historically somewhat intermingled, since not everything used to be on the same website. Articles from before 2010 may link back to libraries '1, 2, and 3' (of which library 2 and library 3 still have a separately-indexed page). The combination of these three 'libraries' is indexed manually, on:

From 2010 onwards, there is a new indexing system - which for now is named 'Library 4'.
